Yes. The naturally aspirated v8 engines were increasingly irrelevant for road car technology, so the aims of the new engine rules were to introduce the types of technology that are relevant to road cars (turbo, regenerative braking, fuel efficiency).
Two less-intended side effects are that these are the most expensive engines ever (in an era when everybody is talking about cost reductions!) and that everyone is wondering whether anyone will finish the first race...
They actually had the battery packs last year, but this year have reduced the fuel allocation by a third but without reducing the power output of the power units.

Cool *animation. Can anyone explain why they need such big battery packs and use regenerative breaking? Are they driving hybrids or something?

I also agree.
As a rallycross and autocross driver and instructor, I don't have a lick of F1 driving experience... but I know a bit about cars and handling.
This was a lack of experience with a VERY tricky class of car to drive. F1 cars are horrible beasts and extremely demanding. I would guess that one contributing factor (beyond lack of very fine throttle control by the driver) was that the tires were not yet warm.
F1 tires need to be warm. Very warm. Hot. You have to drive them hard to get them hot. Until then, they're not sticky. Whenever a driver pulls out onto the track, their tires are NOT up to optimal temperature. They have to carefully nurse the car through the first few corners, pushing hard enough to heat up the tires... not too hard, or they'll spin/slide... not too gentle, or they won't heat up the rubber.
It's a tough game.

see, that's exactly what happened dotdude. i went to edit it, the quoted material was missing, so i readded it. at which point it screwed up the entire page listing. and now i am unable to edit the title, because it shows as, "(input type="text" id="title" name="title" value="Renault F1 engine plays "My Country 'Tis of Thee"" size="60" maxlength="120" /)" with no editable text field.
(changed the >'s to )'s since that's a coding issue as well.)
I will also avoid the doublequotes in the future. a single quote (') should work fine though. obviously something in the coding.

Last I noticed, there was a problem with quotations when I edited a post once, but it was only a problem when I viewed it, not anyone else
