Spanish speaker here, you may prefer it but ponceleon was correct translation-wise.
'I can't believe it' would be = 'No lo puedo creer' which is more common to use, but in this case the guy used 'I cannot believe you' (where 'te' refers to 'you')
You are right in the sense that saying it is almost like saying in English something like 'you got to be kidding me' where the you does not need to be specific.
