a few things to take into consideration:
george w bush's main early funding came from Saudis, most importantly the bin ladens,
al-qaeda were trained by the CIA (to what extent isn't public knowledge), and
when on sept 11th 2001 all american flights were stopped except the bin laden family's out of america.

despite all of this it would be Presumptuous to suspect an inside job. it's more probable that it's related to how powerful Saudis were given a lot of freedom in america because of the Bush administration's ties with them. possibly a bad idea because some Saudi groups hate america because of such things as the american occupation in the middle east.
al-qaeda wouldnt attack america if the countries they were protecting werent first attacked by america, which sounds almost reasonable!
