It was never banned, it was intended as viral:

"London] Volkswagen has redefined its family image in the U.K. with a new ad by Omnicom Group's BMP DDB in which a little girl repeatedly uses the word "bollocks.'' Because of budget cuts and the controversial nature of the spot, it has only been distributed virally..."

So it's not like it was aired and then pulled... it is just a viral ad. Of course it helps it enormously to be called 'banned', but it's not. It even won a viral award in 2004: http://www.guardian.co.uk/media/2004/mar/11/advertising1

Sorry that I labeled it as 'banned'. It said so in the title, and I pretty much assumed that 'bollocks' would make it not suitable for prime time TV. I do not label my videos subscriptions 'banned' to get more votes. I did not do research on this one, and was just assuming, since lots of people seem to be very sensitive about 'bad language'..

I just think this is a cute video, and wanted to post it. You think I am putting 'banned' tag up just to get votes, fine, see how many enormously popular 'banned' videos I have managed to post so far!

sympathy vote from me because i also got a lot of heat for a "banned" commercial. My brain that translates english to norwegian for me has always read "banned" as "slightly more risque than normal" and not literally "banned". A linguistic trap.
