I don't think it's as you thought marineg.
they likely grabbed some photos from the same angolation, since it's a common view they were able to find many.

this is very nice, but what I didn't like was the night/day flashes. If they managed to pass it through a filter that solved that problem, would've been better.

I agree it should have been longer and smoothed out. Tokyo is also very colorful at night (from what I gather from film and photos).
