You expect people who vote and comment and generally contribute to be the ones to submit a new video. Accounts with little to no history of activity raises suspicion.

It's all about having one universal policy of not allowing self linking.

I have my suspicions. Past records show my suspicions were justified. I could have simply discarded it but I didn't. Clearly I leave it up to the whole community to decide on this.

I will say that it does look like an odd choice for a self-link.

Shrug.. doesn't look like a self-link to me. Everyone has to start somewhere. Besides the newness, I don't see any warning signs, feels more like a new user than a viral marketer. I don't think new users should be alienated.
