At the start, the teacher instructs the students to draw whatever floats up from their hearts. Hence her dismay when the boy scribbles all across his page in black.
Later in the commercial, a doctor asks the boy what he is drawing, but they boy doesn't respond and keeps scribbling.
The text at the end of the commercial says literally: "Please do not steal the creativity from our children." It's followed by what I believe is the logo for the company that created the TV spot, though I'm not certain about that. Their motto loosely translated is "Start now for a new tomorrow."

Apparently they use media such as commercials to convey important social messages. I only glanced briefly through the site, maybe someone with more time or who is actually in Japan now can give some more info about them.
