Scandalous Spy-Hero: Mr. President Dr. Steve Elvis America

This is a fast and hilarious parody of old 60s and 70s spy-hero action movies trying to cash in on James Bond's success. I originally saw this short in 2000 (on VHS!), but Jimmy Chow 1 and Jimmy Chow 2 reminded me of it. (I spotted some similarities: monkey, kung-fu, hero has absurd secret weakness, etc.) Is there a connection?
