This is a scene from Stephen King’s “The Langoliers,” a short story (from the book "Four Past Midnight") made into a TV movie about an airline flight that goes though a time-rip, with passengers finding themselves only a short distance in the past. The langoliers are the “eaters of time,” creatures that devour the old world as the new moves on without it. While the movie was decent, and did a faithful job of following the book, the special effects budget seemed to have gone out the window by the time the ending drew near, hence the “terrible” tag.
