Rick is interviewed by a member of LEAP (Law Enforcement Against Regulation) at the 2007 NORML conference about the differences in attitudes by people and law enforcement in Europe and the US.

LEAP’s mission statement:

Founded on March 16, 2002, LEAP is made up of current and former members of law enforcement who believe the existing drug policies have failed in their intended goals of addressing the problems of crime, drug abuse, addiction, juvenile drug use, stopping the flow of illegal drugs into this country and the internal sale and use of illegal drugs. By fighting a war on drugs the government has increased the problems of society and made them far worse. A system of regulation rather than prohibition is a less harmful, more ethical and a more effective public policy.

I don’t believe that an honest, logical, dispassionate argument can be made that the war on drugs has been good for the vast majority of American citizens.

Both of these guys sounded thoroughly baked. While I agree with what Mr. Steves is saying, I would feel much better about the cause if it were presented by someone a bit more... shall we say "articulate".

I've seen people in all states of baked... From mild to furniture...

I disagree that Dean Becker from LEAP sounds high. His speech is not slow, etc.

I agree (especially with that first laugh and subsequent mannerisms) that Rick Steves seems high. However I don't see him as particularly inarticulate. He is gathering his thoughts on how to answer the questions. We all do that to some degree while trying to form an answer. You are seeing a recorded conversation, not a debate, scripted speech, or answers coming from an expert in a particular field. There is bound to be inarticulate moments as with any conversation.
