He failed. His ideology is over. America doesn't like his shit, and haven't for over a decade. John Amato has a nice rant about ol Newtie today:

The only one out of touch with reality is Newt. Thank whatever powers kept his insane foreign policy out of the mainstream.
Preemptive action would have likely sparked WW3. We shoot down the rocket, they retaliate by attacking Japan. We would have no choice but to retaliate to protect Japan, China would have most likely involved themselves to protect their interests in N. Korea. And then the shit really would have hit the fan.
How do you propose they attack japan ?

Just sit a few aegis cruisers around NK, and shoot down all missiles they launch. Simple.
