The asshole turned into the boat so they couldnt read his tail number, should have his liscence revoked.
Plus it looks like he veared towards the end of the boat to try and avoid it.
Looks like everyone on the lake that day was an idiot.

(a) General. Each person operating an aircraft on the water shall, insofar as possible, keep clear of all vessels and avoid impeding their navigation, and shall give way to any vessel or other aircraft that is given the right-of-way by any rule of this section.
(b) Crossing. When aircraft, or an aircraft and a vessel, are on crossing courses, the aircraft or vessel to the other's right has the right-of-way.
(c) Approaching head-on. When aircraft, or an aircraft and a vessel, are approaching head-on, or nearly so, each shall alter its course to the right to keep well clear.
(d) Overtaking. Each aircraft or vessel that is being overtaken has the right-of-way, and the one overtaking shall alter course to keep well clear.
(e) Special circumstances. When aircraft, or an aircraft and a vessel, approach so as to involve risk of collision, each aircraft or vessel shall proceed with careful regard to existing circumstances, including the limitations of the respective craft.

to me, it seems that the discussion involves the party on the boat with the camera (camera-boat) wondering why the other one in motion (cutoff-boat) turns left to cut off the plane. always turn right when avoiding collision, when turning right is a viable option.
you can hear them say, "why did he do that?" which i think refers to the cutoff-boat. the, "looked like we were gonna go through him" almost makes me think that the cutoff-boat did a circle or a u-turn. the plane was turning right as much as i think it could, since beyond a certain speed you lift the rudder. he's banking to the right as far as is probably safe during takeoff. it's hard to tell whether the camera-boat is moving at all, but it looks like there's a wake trailing it in the first part of this video (as if the camera is being aimed at stern. this means the camera-boat was being overtaken, and therefore had the right of way. i think that MrConrads and nomino have the right idea. it was definitely the boat that cut the plane off (and possibly cut-off the camera-boat as well) who is at fault.
as a matter of fact, the camera-boat probably had to slow down to avoid the cutoff-boat, at which point the camera was switched on. since the camera-boat slowed, that threw off the plane's calculations right off. then, the cutoff-boat swings left again to cut the plane off, which throws the math right out the window.
i dunno, just thinking out loud.
