Xax, Pedobear himself is a parody of the more disturbing elements of the thriving lonely pervert subculture of Japan. The one thing 4chan is qualified to comment on.

But as for where pedobear came from, the artwork is from some unknown Japanese comic. But was turned into a cuddly child molester by the anonymous trolls of 4chan's /b/.
