While actually shooting fewer people is awesome, we've seen from how tasers have turned out that cops get trigger-happy when they see it as having no permanent consequences. Meaning that the taser has and this heat gun will become almost the immediate go-to, before conversation.
And I'm sure it'll be used for crowd control, and such, if people try to gather and protest in non-free-speech zones.

Yes, I would prefer bullets. There is bigger consequences so less incentive to use them. Also, if bullets are used unjustly then people are more apt to rebel. Whereas this device causes people to submit more.
As an afterthought, if they use this just one time on legitimate US protesters I've got a feeling that the cat's going to be out of the bag. Instead of control they will lose all control over disobedient civilians. If you make someone feel like their skin is burning you might expect a less than civil response.

Except it's not a laser. It's radiation.
This is ADS, Active Denial System. Its non-lethal, does not cause permanent or lasting damage, and the effects wear off as soon as you move out of the beam. Its not so much radiation, as most people think of radiation. Your space heater radiates. (it all depends on how you use the word) This particular ADS uses electromagnetic wave at a frequency of 95 GHtz to excite the nerve endings in your skin, about 1/64 of an inch deep. This shit is bad ass, and its to bad they haven't developed it sooner.

throughout the 60s here in the states, firehoses (tear gas, riot batons...) were used on crowds, that had far more damage potential.
