That's no program...that's Mario Paint, one of the (then-) most innovative "games" for the Super Nintendo. Fifteen-color pictures, music, and animation all done with a mouse! God bless the SNES...!
Why does everyone treat Rick Astley like he made the worst music of the 1980s? Sure, it's bad music, but it's not worthy of the ban-hammer or anything.
