I don't think it's terrible at all. If you have to shoot someone why not use a cartridge that will most effectively disable the target?

But then you're shooting to kill, are you not? Wouldn't that be your only option with this type of ammo? (not that it would be an undesirable outcome in some situations)

I do believe that 99% of the time people firing guns at living things ARE shooting to kill. It's kind of what guns were made for.
