They're commissioned officers that probably live on the USS John Paul Jones, so they most likely just grabbed their DV camera and shot it. If they were enlisted servicemen, then they'd most likely have to do this on the downlow, but since they're officers the world is their oyster, baby.
The shots from the helo show some coordination; its a safe bet the captain knew about it. Surface Warfare Officers (the guys that run the ship) aren't known for their sense of humor, so it's cool to see this.
According to their uniforms, they are a lieutenant junior grade (O-2) and ensign (O-1). I imagine those are their actual ranks because they're consistent across their different uniforms. Their left out friend is an O-2.
The ship has a crew of 33 commissioned officers, 38 Chief Petty Officers, and 210 enlisted personnel. So this video is produced by about 1/8th of the ship's officers (assuming that John Paul Jones is an officer, as well).

Wikipedia says the ships can carry an SH-60 Sea Hawk, which does indeed match the video.
