Given that the roles had reversed, the would be robber was no longer life threatening. The use of deadly force in trying to apprehend the robber would likely have landed the clerk in prison. He was right in not shooting him. Look at the clerk, physically detaining the much larger robber would likely have been difficult. Especially with one hand, unless the clerk were to drop the gun...not a good idea.
