I hate to say, but this sounds like reactionary propaganda bullshit. Are armed persons smuggling drugs and illegals across the US/Mexico border? Of course- there's a lot of money to be made. May some of those persons be members of the Mexican army who are freelancing? Sure, corruption in the military has a long and proud history on both sides of the border.
