could be for reals, assuming it was a tracer round -- the bullet would then have a little chunk of phosphorous in it which burns when it contacts air. same thing that lets you see machine-gun fire, looks a bit like lasers.

Yes, it would have to be a tracer. Bullets do not get hot enough to glow or light a cigarette.

very sure. a regular bullet would be hot from having just been fired, but not hot enough to light a smoke.

Paper burns at 451 degrees Fahrenheit and that's not extremely hot, not even glowing hot. But I'm no expert obviously. So maybe it's fake or a tracer round, still fun though.

The gasses coming out the end of the barrel from a normal round could probably light a cigarette. Muzzle flash = very hot burning gasses left over from the propellant.

Yes, it would have to be a tracer. A normal round, be it hollow point r with a jacket would not be hot enough to light a smoke. However, I think that the chances of finding a tracer round you shot into the sand while it's still burning are slim to nil. So... fake? Well, maybe. Terrorists don't usually have video cameras and the interwebz to dick around with.
