That said, a North American trade union was a historical inevitability for a long time--hence, NAFTA. It seems to me that a strengthening of the ties between the two nations wouldn't be out of character. There are economic and historical forces, such as the rise of China an economic power competing with North America, that seem as if they would strengthen the trade union. Mexico, for instance, would seem to be an excellent alternative for factory production. With the strengthening of such ties, it seems only natural that there would be various elements related to trade that would be hammered out. Product safety standards, for instance, might have to be standardized between the three countries. It was by such small steps that the European Economic Community became the EU.
That said, there are some serious forces at work disfavoring the creation of a North American Union. The US is so powerful that there would no doubt be worries in both Mexico and Canada that the US would use its position of strength to too great an extent. Mexico especially would be afraid of being put at a disadvantage. In addition, US terrorism fears have led to an unprecedented closing up of both its northern and southern borders. Something like a North American Union will be impossible until the US opens up its borders to free traffic.
