I don't know why this seems to be a bit of a meme at the moment. This is just an ordinary scouse accent. It's not even a particularly strong version of a scouse accent.
I think someone needs to sift some footage of farmers talking. Doesn't matter so much which part of the UK they come from, as long as a telephone is a reasonably new addition to the farmhouse, the accent will be unintelligible to anyone that lives more than a couple of furlongs away from the farmer's gate.

What he's done here is mash up his Liverpudlian accent with that monotone they instill in them during media training.

For me it's one of the least appealing British accents along with Brummie.
