Interesting. http://en.wikipedia.org/wiki/USS_Liberty_incident has the Wiki summary, which points out that this video's theory is the product of the 2003 book by Peter Hounam called Operation Cyanide: How the Bombing of the USS Liberty Nearly Caused World War III.

The interpretation I understood until now was the arugment that Israel didn't want the States to see how well it was doing in its war, which would encourage it to stop the whole conflict at the UN.

Wonder what the backup for the conspiracy claims (6th fleet ordered to withdraw, etc.) looks like... sounds serious.
