This is the Dreamcast version of Ikaruga, though the player (known as VTF-Ino) is using an arcade control plugin.
Anyway, it's about time this made it on the sift!
Assuming you have the iso and a decent Dreamcast/Gamecube emulator, then yes, it would be playable on PCs.
(Still gonna keep my eyes peeled for a ROM)
I believe Ant found a Mame version of RSG somewhere . . .
(I'd recommend the Saturn version though.)
