This seems weird to me - they had to take almost the entire load off to get the ass down. How did they get all that crap on there without tipping him up in the first place?

Because the... non bright people... didn't realize that by shifting the sacks to the rear of the cart, which is almost all they did for a while, because they were still on the end of the cart, they were putting them in the absolute worst place possible from a physics point of view... if they'd been shifting them towards the front and off they probably would have gotten him down faster.
Maybe it's good to put the weight a bit to the back so that the weight isn't pushing down on the shoulders of the donkey. When it's pulling the donkey slightly upwards it's lighter for him to walk.
