I'm not sure how successfully getting away with anything you like can be taken as showing a lack of intelligence. If anything, it demonstrates a lack of intelligence (and certainly a lack of integrity) on the part of Congress, who are supposed to provide oversight, but don't seem to be interested in the slightest in doing their jobs.
However, Bush's policies show that he has no actual intelligence. It's pure ideology; every time, regardless of the facts or the advice of subject matter experts, we get raw (neo-) conservative philosophy.
I'm not alone in saying that it seems like Bush & co. seemed to have been trying to re-run the Nixon years, and keep
