This is normal street behavior in the mission district of san francisco. I used to know the name for this technique - at least people in Boston had a name for it. Hell, I don't know how many times I've seen fat drugged out ladies in between cars with their fat asses seemingly faced at me with a silly little brown tongue coming out. Unfun.
