It's like she felt, ..."because I have a flower, I am above the law!"
These guys have a job to do, and they are doing it - and without having to go home to their kids and saying, "Hey, I beat up some woman today - but - she had it coming...."
Seriously, I've been peppersprayed right in the face like that before and it's really not that bad; you just don't feel so feisty after! (No, I'm not a cop. Just a normal citizen.)
Anyone who says that this is inhumane or excessive has no idea what they are talking about.
I hate when the police do this to people but, OK, this time I see their point.

yeah, because hippies should be special and police perimeters should exclude them. If we're gonna treat hippies specially, it should be to serve them up with special sauce as 'vegan' burgers.
You may notice I'm not a fan of hippies, I'm not biased though, I don't like any creatures that have that 'gamey' flavor.

Except that in doing so, they would have made themselves more vulnerable. Don't you know anything about riot control formations? Oh, wait. I guess not.

By swerving around her, they would have created a ripple throughout formation, causing breaks in their defensive lines. Granted, they don't have their shields here, but it's still ingrained in them to follow procedure.
