Here's what I think it's even stupider than the drunk failing the test. They were laying down a long piece of tape so that the man could walk it down one foot in front of the other right?
Well... there's dozens of straight lines already on the ground... Why the hell is the cop bothering with the stupid tape?

could be that laying the tape down is PART of the test. nothing like bending over and taping something to the ground to test your balance.

My completely uneducated guess based on my own speculation is that the tape is required for the test. Even if there are straight lines on the pavement, the test would be administered unfairly if some officers use pavement markings and some officers use tape. Maybe.
