If police did this in America, the ACLU and the NAACP would be filing lawsuits against the police before the guy hit the ground... touting human rights violations. If in California, the liberal legislation would give the the man $10,000,000 feeling he deserves it.

I'm glad the USA will "never do this to criminals" (although it does happen here too). If you got pulled over for an improper lane change, how should the cop treat you? Should he be able to do what ever he pleases because you're a criminal lane changer? Who decides where the line is drawn? You? No, not you... you're just a criminal. I don't have a problem with the way the police handled the situation above, but dragging the ACLU and the NAACP (assuming he's black?) into the conversation is a huge leap. Limits on what the police can do are meant to protect everyone, not just junkies with hand grenades. And lawsuits ultimately protect those laws, not just the defendant. Plus, "legislation"s (liberal or otherwise) don't award damages in lawsuits, afaik.
