Don't the rules usually say you have to ride over the finish?
I found a couple of race rules that say that in the case of a mechanical mishap, the cyclist may still cross the finish line as long as they are accompanied by their bicycle. If "accompanied by" is allowed to mean "flying through the air with" then I guess he won.

Seeing as how it would give nobody an advantage to flip into the finish line, I don't suspect this to be a rule-breaking finish.
