Is this the first step towards making milk machines?
Or perhaps they are trying to see which type of fodder yeilds the best fodder to milk ratio?

However I think it deserves to be seen, and discussed. Perhaps I should change the tags..?
Its helping create feed that is perfectly designed for the cows, reduce their methane production, increase their food/energy conversion (less feed for the same effort), and other great benefits to both us as consumers of bovine products, and the cows themselves.
Looks gruesome, but it doesn't harm the cows.

"Do not worry too much about negative effects of fistulation on the cow: the operation does not cause the cow any pain, and even prolongs the lifespan of cows. A fistulated cow that grows sick to its stomach can have helping substances put in directly. Plus, a single fistulated cow benefits livestock all over the world."
