If the whole point were to garner the highest popular vote, both candidates' strategies would've been vastly different in terms of where they put their focus with their attention and money.
Also, the state's own strategies would've been different. Caucuses by their very nature will have far smaller turnouts than a primary, simply because you must commit to a specific 2+ hour segment of time to "vote". Any state using caucuses would automatically reduce their influence, and none of them want that.
This is just another attempt by Hillary to disenfranchise caucuses, because she's lost every single one of them. It's also another backdoor way to make Florida and/or Michigan count -- without those, the popular vote's not even close.
Not that it'll matter, since it looks like Obama will win the popular vote by any/all criteria anyways.
