The federal laws for child labor are there to protect kids from exploitation, right?
Majority of employers who avail themselves of kiddies and break the laws, are doing so breaking others...hiring illegals for example, the majority of cases involving child labor issues in the US involve the same folks.
Soooo, loosen the restrictions even more for illegal entry and livelihood and at the same time make it harder for growers to hire citizens than illegals, and you have a fucking perpetual racket than runs smooth as silk. It won't change until it suits the game.
