Towards the end Roger Pilon is making the argument that Congress can not limit the role of the President. That they only thing they can do not fund certain programs. There is some discussion about how to defund a black operation, but Roger Pilon holds strong.
When Congress funded the war in Iraq, they specifically stated that none of the funds were to be used to secure a permanent presence in Iraq. President Bush used a signing statement to eliminate that requirement. Doesn't look like Congress can use that as a method to maintain the balance of power which the founders tried hard to achieve.
