I checked the rules. Hope you don't mind me sharing the following for someone to review, and point out my dysfunction junction.

Facts:

I am level Gold-100

At my level I can "*promote² - float a post at the top of the corresponding listing; renew queue time for queued/discarded videos" (source)

² requires 1 Power Point to use

I have one Power Point

Simple misunderstanding from me, or actual bug, or...?
