Not really a blooper, just some editing shinaniganry, but funny none the less.
What makes it funny is that it seems there isn't any editing. Just hilariously bad phrasing and timing on his part.
If he had said it like:
"I'm Jonathan Charles"
*pause*
"Kept hidden for almost two decades..."
And done the correct emphasis/inflection, then it would have sounded fine.
I've seen other cases of this happening.
Yes, I think you'll find it's not editing at all, certainly doesn't look like it. It's a case of reading the teleprompter without inserting any punctuation.

its not editing in the sense that it was chopped up and reorganized. I think it was just cut short. Thats why the video ends so abruptly at the last word. It could have been something like:
"I'm Jonathan Charles. Kept hidden for almost two decades, (persons name) was yadda yadda yadda." and so on.
