At what timestamp can you see the lighter? I don't see it. Might have simply been a spark of static electricity.

It's possible it was static, but it looks more like he drops something in the tank. Right around the 17 second mark you can see the top of the truck hitting the entrance. The guy in the white Shell jacket most likely climbed on top to check for damage to the truck. At 1:18 you can see him pull something small out of his pocket, do something with it off camera, then reach it into the back of the truck. At 1:25, it looks like he drops whatever it is (most likely a lighter), jumps back, and flames shoot out.
