Furthermore none of your reasons don't mean it's not a police state.
If they heavily increased the police numbers in the area, they'd probably face the same accusations.
If they did nothing, they'd then be getting slagged off for inaction. No win situation.

Ok, so there was a load of violent crimes being committed in the area, and the police are trying to stop it(albeit, in the wrong way maybe). And?

No win situation that calls for throwing out the constitution? I don't see any situation that calls for that.
