It's Krokodil Gena. I don't remember all the words, but he says some things that he wishes will happen on his birthday: a wizard will come in a blue hellicopter, and there will be a free movie, and ice cream pies (Eskimo').

All of those old soyuzmultfilm cartoons are great, there are several clips on Youtube. Copy and paste the Russian names to seach:
The most famous cartoons are Cheburashka (Чебурашка), Winnie the Pooh (Винни Пух) and The Musicians of Bremen --my favorite-- (Бременские музыканты), Karlson from the roof, and the Hedgehog in the Fog (Ёжик в тумане).
