Answer: The two things that congress will spend on without end is taking public money to either directly go into corporate hands (bailouts) or to benefit corporate interests (war - demand of products go up and more importantly controlling markets like oil). Health care is spending public money on the public good - it takes away from corporate interests and far far more dangerous it sets a precedent that the government should do things for the American citizen. It fucking sucks but everything makes sense once you accept it.
The more general question is how can any variation of a democracy tolerate corporate interests having any sway in the affairs of their government?

When they say a health care bill will cost x billion dollars how do they come up with that figure? I'm pretty sure I'm right in my assumption that that figure leaves out the amount not spent privately on health care and insurance and that it leaves out the programs that would automatically be reduced or removed once we had a decent system. So the X billion dollars should be a very big *negative* number if you're being intellectually honest.

There's a matter of is it enough compensation for the victim and then there's a matter of is it sufficiate punishment for the mega-corporation so they won't do it again. If it's a big enough company it might take 10 million before they feel a sting.
Granted a 25 year old man seducing a 13 year old girl will likely cause more damage BUT a 13 year old boy learning about forming relationships, physical affection, sex all from someone who has way more power in the relationship with him will fuck up his relational and sexual development guaranteed. At first it'll be something to brag about but 5 years down the line is when it'll not seem so great in retrospect unless he's exceptionally emotionally healthy to start with. Pubescent boys fantasize about sexual encounters - not the weird she's-15-years-older-than-me stuff that's around it afterward.
