This is actually the CG demo for the Embrio, concept by Bombardier. the Uno is very similar, but has a couple of differences, like a stick out the back with pegs for your feet.

I remember reading a couple of years back about this. It was while I was doing training work for Segway, I had seen this little bike (or something similar). That was a good 3 years ago. I really do wonder if it's the same thing.
