Sydney = GMT+10
England = GMT (duh)
East Coast = GMT-5
West Coast = GMT-8

Therefore, at 0000 hours on the 17th February in Sydney, the time will be:

1400 hours on the 16th in England (GMT)
0900 hours on the 16th in America on the East Coast (EST)
0600 hours on the 16th in America on the West Coast (PST)
