My cats do that to paper towel rolls. They are a lot more vicious as it usually starts as kitten flyby-pounce, turning into a full body grasping of the paper towel roll, and finally followed by manic scratching of the roll that results in a big puff of paper towel parts floating in the air.

My brother has a cap made out of cat pelt. I think he said it was a community service he offered, to take care of feral animals. I reckon he'd take care of this kind of cat pretty quick.
